That is pretty tacky! Actually, its stealing. My friend was flipping houses for a few years, and he bought a house that the owners had lost to the bank. The owners trashed the house, and then came and stole all of the plants out of the yard AFTER the sale of the house. He called them and said that is stealing, bring the plants back or I will call the police. So... guess what? The police were called, and they were forced to bring them back, replant them like they were, so that no charges would be filed! Yes I agree. That is pretty tacky! Actually, its stealing.
